LEAGUE MATCH RULES

 1.   The minimum length to be bowled is 20 yards and the maximum is 40 yards. Players may request a measure before the first wood is  bowled. A 20 yard string and a yard stick is to be made available at each green.

 2.   A plain standard jack is to be used.

 3.   A player is allowed one roll of the jack. Should the jack not be a mark (i.e. not a yard on the green or contrary to rule 1) the player is allowed a second roll. If that is not a mark, then his opponent is allowed one roll of the jack and so alternately until a mark is established The player first rolling the jack should bowl the first wood. The mat must be a minimum of 1 yard on the green measured to the closest  point of the mat. The mat should not be moved once a player has had one roll of the jack.

 4.   The mat may be moved up to one yard from the last resting point of the jack or as far back as required in line with the last end.

 5.   One foot must be on or above the mat when the wood is delivered.

 6.   If a player moves their woods without consent, those woods will not count. Also, if a player moves their opponent’s woods, those            woods will count.

 7.   If a wood touches any obstacle on its course it shall be deemed dead and be rebowled. On a green divided by a string, any wood touching that string on its way up the green shall be deemed dead and shall be removed from the green.

 8.   Any wood that comes to rest on an obstacle surrounding the green will also be deemed dead and removed from the green. A dead end shall be deemed when the jack ends up off the green.

 9.   In the case of a drawn measure the end should be recorded with no score and the jack is to be rolled by the player winning the previous end.

10.  In the progress of a game, players shall not change their woods without their opponent’s consent.

11.  League matches will consist of 8 singles and 2 doubles of 15 up. In all games other than singles, players shall bowl 2 and 2.

12.  A team will consist of between 8 and 12 players, with no player to bowl in more than 1 single and/or 1 double.

13.  Matches should start at 6:30p.m, with at least 2 games having started by 6:45p.m. Any person playing or practicing on any part of the  green within 1 hour of the scheduled match start time, cannot play in that match. Any games played in contravention of this rule will be  forfeited 15:0.

14.  All games are to be played at the discretion of the home team captain or the top team in the draw for cup matches. Once drawn, names must not be altered unless the player or players concerned are not present. In the event of a player being taken ill during a game, it is at the discretion of the captains whether a substitute is allowed. This person cannot have already played.

15 . If no players are available after 15 minutes of vacant green, all of the remaining games will be forfeited 15:0.

16.  Matches are to be played as per the fixture list, with cup matches being given preference.

17.  A team will be allowed to rearrange a league fixture provided an email, WhatsApp, telephone or written application is with the Fixtures  Secretary at least 8 days prior to the fixture date stating a satisfactory reason for the application. Without a successful application the  team must attend the match on the fixture date. Teams failing to do so will concede the match to their opponents, incur a deduction of 2  points and will be fined £8.

The team thus winning will receive a score equal to the average score of all the winning teams in that division in the 2 weeks prior.              Similarly, the losing team will receive a score equal to the average score of all the losing teams in that division in the 2 weeks prior.
This rule will also apply to cup matches where less than 72 hours’ notice has been given.

Teams failing to complete their fixtures for any reason may be fined an amount to be determined by the League Delegate Committee.

18.  A rearranged match must be played on the date agreed by both captains and within four weeks of the original date.

19.  In an abandoned match when two or more games have been completed, then, for the rearranged fixture, these games will stand with  the remaining games being redrawn and replayed within four weeks of the original fixture date. Where a match is postponed due to bad  weather, this match must also be rearranged within four weeks of the original scheduled date. Failure to agree a date will result in a date  being fixed by the League Delegate Committee.

20.  All matches are to be completed within two weeks of the final scheduled league fixture.

21.  No cancellation to a league or cup match will be accepted because of county rink competitions.

22.  Any team not able to use their green for the Wednesday fixtures may apply to the League Delegate Committee for permission to bowl their home matches on Tuesdays.

23.  Each player will be automatically registered from the first time they bowl for that club in each season. A player may apply in writing to the League Delegate Committee for permission to transfer to another club. A player will be allowed only 1 transfer per season and that  only after the League Delegate Committee have given approval.

24.  For clubs with more than 1 team in the league, 8 regular players per team will be registered with the Secretary prior to the     commencement of each season. These players can play for other teams in their club only if that team is in a higher division.
No player can play for more than one team in any scheduled league matches in any one week.

25.  The result of the matches will be decided on the aggregate score, with 2 points for a win and 1 point each for a draw.

26.  A photo of the completed match card must be received by the Fixtures Secretary from the home team via WhatsApp, text or email by  7pm on the Thursday of the week in which the matches are bowled. Any team failing to do so may be fined at the discretion of the League  Delegate Committee.

27.  Where measures are called for, a player from each side will do the measuring using an authorised measure. Chocking is not  permitted. Their decision is final and the contesting players must not be involved in the decision making. All disputes during the match are to be settled by the 2 captains. If an agreement cannot be reached the dispute will go before the League Delegate Committee.

28.  The use of floodlights is at the discretion of the home team.

29.  Any disruption to a game due to the use of a mobile phone will result in the player forfeiting the game 15:0. No player can leave the green during a match to answer a call except in an emergency.

30.  If more than 1 match is to be played on the same green, that green must be roped off. The practice of having an open green is to be    abolished.

 

RULES UNIQUE TO THURSDAY LEAGUE

31   Matches are to consist of 6 singles and 2 doubles.

32 . All matches to start at 2pm

33.  All cup matches for all rounds are to be 15 up.

 

TEAM CUP and TROPHY COMPETITIONS

34.  All previous rules will apply unless altered by any of the following.

35.  Any club entering the Midweek League and wishing to enter the knockout competitions must make their green available for these competitions.

36.  Team competitions are to be played on neutral greens. The team first out of the draw will have preference in order of play and will complete the result card. Two games are to start within 15 minutes of the scheduled start, with a minimum of 2 games being played  together where applicable. No matches are to be scheduled for play on Bank Holidays.

37.  In team competitions all games prior to the final will be 15 up, with the final being 21 up. The winners will be determined on aggregate  score. If a match is tied an extra end will be bowled with the jack being rolled by the team winning the previous end. The first team in the draw is responsible for completing the match card and sending a photo to the Fixtures Secretary via WhatsApp, text or email to be received within 24 hours of the match being completed. Any team failing to do so may be fined at the discretion of the League Delegate Committee. 

38.  No player will be allowed to:

            (a) Play in more than 1 game per match, except for the Thursday Knockout Cup

            (b) Bowl for more than 1 team per competition

            (c) Compete in a semi final or final unless they have previously played in at least 2 league or cup games for the club.

Contravention to any of the above will result in the contravening games being forfeited 15:0.

39 . In the Newton and President cup competitions the matches will consist of 4 doubles. In the final 2 games are to commence within 15 minutes of the scheduled start.

40.  In the Jubilee cup, matches will consist of 3 triples. In the final all games are to commence within 15 minutes of the scheduled start.

41.  In the Logan Trophy 4 games will be played, a singles, a triples and 2 doubles in that order.

42.  All teams are to take mats and jacks to league cup competitions.

43.  Any team that is unable to provide the correct number of players for each game based on the competition’s format will forfeit those games for which they fall short 15:0.

44.  All cup matches are to be played on the date in the fixtures list or as otherwise notified, with no prior cancellation, postponement or rearrangement permitted in any circumstances.

 

INDIVIDUAL CUP COMPETITIONS

45.  In the Rafmain competition all league rules will apply unless altered by any of the following. The F N Hay and the Sneader shall be played on open greens with no alteration to the league rules.

46 . The Rafmain competition is to be bowled in rinks with the mat and jack to be centred within each rink. Match rule 4 will apply to the mat position along the centre line of the rink only.

47 . Players failing to turn up within 15 minutes of the scheduled start of these competitions will be disqualified. In games other than singles, where a player fails to attend, a substitute will be allowed for that round.

48.  All dead ends are to be rebowled in the same direction and will not count towards the ends bowled.

49.  A wood remains in play on the rink, provided the wood comes to rest with a greater part of the wood within the rink.

50.  Teams in the Sneader, Rafmain and Worboys may comprise members from different clubs, as long as they are all members of a Midweek League club.

51.  If a match is abandoned, games will restart from the point where it was abandoned. All completed games will count. When an abandoned match is moved to a different green, games will restart from the beginning. The F N Hay, Sneader, T Crisp, Badland and Thursday Singles will be played to 15 up throughout the competition.

The Rafmain and the Worboys will be played to 11 ends throughout the competition.

 

RULES OF THE CONSTITUTION

 1.   The League shall be called The Kidderminster and District Midweek Bowling League.

 2.   The Officers shall be elected annually at the Annual General Meeting (AGM) and shall, unless notified otherwise, meet on the second  Thursday of each month throughout the year.

 3.   A President shall be elected at the AGM and shall serve on the League Delegate Committee during their term of office. The President  shall also serve in an ex officio capacity for the year following their term of office.

 4.   The AGM shall be held within the first quarter of the financial year, such period to be January to March each year.

 5.   Only bona fide members of duly registered league teams of The Kidderminster and District Midweek Bowling League will be allowed to attend the Annual General Meeting. Other persons may be allowed to attend at the discretion and express invitation of the League   Delegate Committee.

 6 .  A Special General Meeting may be called at any time provided: 

            (a) five or more clubs request such a meeting, or 

            (b) the League Delegate Committee so decide as and when circumstances demand.

 7.   Voting at the AGM shall be one vote per team and shall be strictly adhered to. A club member can vote on behalf of one team only; clubs with multiple teams will need multiple attendees to exercise their full voting rights. In the event of a tie, the Chairman shall have the  casting vote.

 8 .  League Delegate Committee members shall not have any voting rights at the AGM, other than as a duly a registered League Delegate representing their bowling team. The League Delegate Committee officials will have voting rights on any matters decided by a vote at the Delegates meeting.

 9.   All notices of motion, including alterations to the rules, shall be properly forwarded, in writing, to the Secretary to be received no later than the January Delegates meeting each year.

10.  The League will appoint auditors annually at the AGM.

11.  Applications for membership of the League shall be in writing, to be received by the League Secretary 28 days before the AGM.

12 . Any application to join the League will be decided by the League Delegate Committee.

13.  The League Delegate Committee is empowered to expel from the League, any club failing to keep their green in reasonable condition. To prevent damage to the turf, only flat soled footwear shall be worn.

14.  Annual League registration fees and any other fixed payments will be determined at the AGM for each year and will be payable on or    before the first match of the season. All outstanding dues to the League shall be paid within 7 days of the final league match. Failure to  comply will be dealt with by the League Delegate Committee which may consider expulsion from the league.

15.  Matters arising, not covered by League rules shall be decided by the League Delegate Committee whose decision shall be final and    binding, provided that any decision does not contravene any rules in operation at the time. A quorum of not less than 7 delegates shall  carry out all discussions affecting league and cup matters.

16.  All club and individual league and cup competition winners and runners up are to choose from a range of suppliers' catalogues (trophies, crystal etc.). The order is to be placed with the Secretary by the specified date. If teams do not notify the Secretary by the  specified date their trophies will be chosen by the Secretary up to the amount awarded.

17.  All individual cup trophies are to be returned to the Secretary by May 31st each year. All other trophies are to be returned by August 31st each year. Failure to do so will result in a fine of £1 per week that it is late.

18.  All teams are to provide a contact name and phone number.

19.  Each club is to provide one delegate for each meeting. This person may be different at each meeting but it is not to a club’s advantage  to change delegates as different people will have different views.

20.  Any club failing to send a delegate to a meeting on a regular basis will be dealt with seriously. The level of punishment will be decided  by the League Delegate Committee.

21.  Apologies will not be accepted from clubs failing to send a delegate. A fine will be imposed for each missed meeting  i.e. 1st  missed    meeting £1, 2nd £2 (total £3) 3rd £3 (total £6).
